In line with our core philosophy of humanitarian service and as part of activities marking World Humanitarian Day 2026, the Anchorage Montana Deck of the Association of Humble and Obedient Youths (Pyrates of AHOY FLAGSHIP) embarked on a humanitarian outreach to the Ilaro Correctional Centre, Ogun State, on Thursday, August 20, 2026.

The outreach, under our flagship initiative “HOPE BEYOND BAR,” is premised on the belief that while a person may be in custody, their hope for rehabilitation, dignity, and a productive future must never be imprisoned.

The delegation was warmly received by the Controller of Corrections, Ilaro Correctional Centre, Controller J. Afolabi, who took members through the history, administration, welfare services, and rehabilitation programmes of the centre.

Rehabilitation at the Core

Controller Afolabi disclosed that the centre, which was established in 1935 with an initial capacity of 200 inmates, presently houses about 663 inmates. He noted that the population was over 800 last year before the release of about 200 inmates.

He emphasized the centre’s commitment to reform and reintegration. According to him, over 300 inmates benefited from vocational training programmes in the past year in trades such as shoemaking, soap making and other entrepreneurial skills designed to make them self-reliant after release.

On education, he revealed that over 20 inmates sat for WAEC and NECO examinations, with at least 15 obtaining credit passes. The centre also partners with hospitals and health institutions to provide healthcare for inmates, while its welfare unit provides legal assistance and helps maintain family ties for inmates.

Challenges of Overcrowding and Awaiting Trial

The visit also brought to the fore critical challenges facing the correctional system. The Controller expressed concern over overcrowding and prolonged awaiting-trial detention, with some cases lasting 10 to 15 years due to delays in prosecution and judicial processes.

He noted that minor offences could be addressed through alternative non-custodial measures such as community service where the law permits, and added that the centre regularly compiles cases for review and seeks support from government, NGOs and other stakeholders.

Responding to questions on correction versus custody, the Controller explained that custody provides the secure environment, while correction is the process of reforming behaviour and helping inmates understand the consequences of unlawful acts and become better citizens.

On healthcare and deaths in custody, he stated that sick inmates are treated at the centre’s clinic and referred when necessary, and that a Coroner’s Inquest is conducted whenever a death occurs to determine the cause and circumstances.

He also clarified issues concerning young persons in custody, noting that in serious or capital cases, suspects may be remanded pending court proceedings, and prolonged delays could see them attain adulthood while still in custody. He recalled that during the COVID-19 pandemic, the facility recorded no deaths, strictly adhering to quarantine and preventive protocols.

Our Message: Humanity Has No Walls

For us at AHOY FLAGSHIP, the visit was more than an outreach. It was a reaffirmation of our identity. We are known for humanity, and humanitarian service must reach even the most vulnerable, including those behind bars.

The “Hope Beyond Bar” initiative reinforces our conviction that incarceration should not extinguish a person’s capacity for transformation.

We at the Anchorage Montana Deck of AHOY FLAGSHIP sincerely appreciate the Controller and the entire management of Ilaro Correctional Centre for their openness, hospitality and enlightening engagement.

We believe this engagement underscores the urgent need for stronger collaboration between correctional authorities, government, humanitarian organizations and well-meaning bodies to improve rehabilitation conditions and ensure meaningful reintegration of ex-inmates into society.

At Ilaro, one message resonated loud and clear: A correctional facility may restrict a person’s movement, but it should never imprison their hope for a better future.
